A development apparatus (10) in association with an electrostatic record member (16) is provided with a shroud (14, 50) surrounding a development electrode (12, 40, 68) and a toner return including a vacuum source to increase circulation of the toner. The vacuum source also draws air around the shroud (14, 50) to strike the record member (16) and remove excess toner.
