The apparatus comprises a pulley 8, the peripheral groove of which, which has a V-shaped profile of very wide opening, receives the strap 10. A chain of rollers 15 is applied against the periphery of the pulley 8, under the action of a deflector member connected to the load, and each roller 15 has a profile which is complementary to that of the pulley. The groove of the pulley 8 is fitted into a peripheral piece 9 pressed onto the pulley to provide suitable adherence for the strap 10.
