PURPOSE:To prevent the incoming call of a packet from being interrupted by accumulating and holding the packet to be incoming when it is detected that a packet terminal to be received is just transited to another packet exchange and blocked and transferring the packet to the packet terminal when blocking is canceled. CONSTITUTION:While a packet exchange 1 sets blocking information b71, which are housed to a terminal number N7 corresponding area of a blocking table 12, to a blocking condition, data packets DT2 and DT3 to be incoming addressed to a packet terminal 7 are accumulated and held to a terminal number N7 corresponding area of an accumulating box 15. After the packet exchange 2 sets blocking information b72 to a block releasing condition, the data packets are extracted from the accumulating box 15 and transferred to the packet terminal 7 by a transfer part 17. Then, the communication of the packet terminal 7 is prevented from being interrupted.
