The clutch loading device is used for winding a fishing line in a single axis type or a double axis type reel. The clutch loading device comprises a pinion (5) going in gear with a driving gear of a handle axis (6), a clutch plate (12) applying pressure to an inner contact position and an outer contact position divided by a dead point spring (13), a yoke plate freely loading the pinion to a spool axis, a hooking part (15) being formed against a member connected from a clutch plate's end to either parts of the handle axis, and an hooking body (17) moving slantly with a spring.
