<p>PURPOSE:To reduce the bit rate of data by transmitting it by encoding difference from a picture data corresponding to a frame just before about only a sub-block whose significant change in relation to the picture to which the frame just before corresponds was detected. CONSTITUTION:The difference of the data of each inputted picture element from the data of the picture element corresponding to the frame just before stored in a transmitting side frame memory 2 is obtained by a difference operating means 1. The sum of this difference and the data of the picture element to which the frame just before stored in the transmitting side frame memory 2 corresponds is operated by a difference adding means 3, and is written in the address of the picture element to which the transmitting side frame memory 2 corresponds. A picture variation sub-block deciding means 5 divides the area of one frame into the prescribed plural sub-blocks by using the difference stored in a buffer memory 4, and outputs the address of the sub-block whose degree of variation decided on the basis of the difference of each picture element is significant. Thus, the bit rate of the data can be reduced.</p> |
