PURPOSE:To transmit coded data, in which distortion to occur at the time of decoding is suppressed, as the data having the minimum information content by executing a first coding while considering a dynamic range in a block and after that further vector-quantizing the first coded data obtained by the first coding. CONSTITUTION:A blocking circuit 12 partitions digital picture data into blocks respectively composed of the prescribed number of samples and outputs the partitioned digital picture data. In a minimum value detector 13 and a maximum value detector 14, respective minimum value MIN and minimum value MAX out of respective sampled values in each block are detected and outputted. A delay circuit 15 delays each input sampled value DT for time necessary for detecting the MIN and the MAX in the detectors 13 and 14. A converting circuit 16 converts each delayed input sampled value DT into and index ID to indicate to which partitioned area in a dynamic range (MAX-MIN) each sampled value DT in each input block input belongs and outputs the ID. A vector quantizing circuit 19 vector-quantizes the ID. The MAX from a delay circuit 17, the MIN from the delay circuit 18, and the output of the quantizing circuit 19 are converted into a serial data string in a data string forming circuit 20 and outputted. |
