<p>PURPOSE:To issue an IC card with high confidentiality and reliability by erasing an issued and processed program after the issue processing program is executed with a program executing means, and the issue processing is completed. CONSTITUTION:Whether or not information transmitted from an external device is for the issue processing program of an IC card 10 is detected, and the information of the issue processing program is written to a volatile memory or a memory 5 which can be made volatile. After the completion of writing, the program is executed by a program executing means 7. Consequently, the IC card 10 can be freely issued corresponding to an issueing person, in the memory 5, the data concerning the issue processing program is erased, and in the volatile memory 5b, the issue processing program is erased when the IC card is extracted from the external device. Thus, the IC card with high confidentiality and reliability can be issued.</p> |
