摘要 PURPOSE:To attain buffering processing of a transmission data white suppressing the deterioration in decoded picture quality by not only varying a threshold value in the level direction but also varying a threshold value for the frame omission processing in the timewise direction. CONSTITUTION:A detection circuit 3 obtains a maximum value, a minimum value of plural picture element data included in a block comprising areas belonging to plural frames of a digital picture signal and its dynamic range. Moreover, the detection circuit 3 detects the movement quantity for each block. A three- dimension frequency distribution generating circuit 5 sums the frequency occurrence for each block for a prescribed period and an integration type frequency distribution generating circuit 6 obtains an integration type frequency distribution. A movement discrimination circuit 10 and an averaging circuit 12 apply frame omission processing as to blocks whose movement is less than a prescribed quantity, and a three-dimension ADRC encoder 11 and a two-dimension ADRC encoder 13 apply compression coding to plural picture element data in a block in response to the dynamic range of the block.
