PURPOSE:To prevent the generation of a locking and to realize a simple structure and a compact size by providing plural outer gears revolving around a center gear together with a casing and rotatable by themselves. CONSTITUTION:By the rotations of outer gears 2, an operation medium 4 flows in the clearances between a casing 1 and gears 2 and 3, and narrow gaps of the gearing parts between the outer gears 2 and the center gear 3. As a result, the balance of torque is maintained by the balance of a torque by the rotation of the casing 1 in the arrow (a) direction, a torque of the outer gears 2 going to rotate in the arrow (b) direction, a shearing force by the viscosity of the operation medium 4, a fluid resistance of the operation medium 4, and a load torque of the center gear 3, and the rotation of the casing 1 is transmitted to the center gear 3 following the rotations of the outer gears 2. Consequently, a differential rotation is made responding to the amount of the rotations of the outer gears 2.
