PURPOSE:To prevent the lowering of compressiblity by a noise component and to improve restored picture quality by removing the noise component by a non-linear filter before executing adaptive variable sampling. CONSTITUTION:Noise removing circuits 103 and 105 to compose the non-linear filter are provided at the front step of an adaptive variable sampling circuit 106. Further, as the composition of the non-linear filter, the composition to selectively output the intermediate value between the value of an object picture element and that of a reference picture element around the object picture element can be used. Compared with a low-pass filter, neither an adder circuit nor a multiplier circuit is necessary for these noise removing circuits, hardware is simplified, and rounding in the change of a signal is minimized. Thus, the lowering of the compressibility by the noise can be prevented, and the picture quality can be improved. |
