PURPOSE:To obtain the reproduced picture of good quality free from jerkiness or blur by detecting the presence of motion between two blocks continuous in point of time, and performing smoothing processing only at the time of no motion. CONSTITUTION:Reception data from an input terminal 11 is supplied to a motion adaptation and smoothing circuit 14 through a frame decomposition circuit 12 and a decoder 13. The smoothing circuit 14 decides the stillness between two blocks continuous in point of time. If it is decided that there is no motion between both the blocks, the data given smoothing processing is outputted. Because by this smoothing processing, the picture in which the picture information of the former block and that of the latter block are mixed is generated between the different blocks continuous in point of time, the jerkiness is canceled. Besides, if it is decided that there is the motion between both the blocks, the smoothing processing is not performed. Accordingly, the unclearness of the reproduced picture due to the mixing of the pictures of difference contents is canceled. |
