PURPOSE:To efficiently encode a natural picture by providing a difference value series calculating part to obtain a difference between the sample value and the initial value of a picture signal and an initial value updating part to update the initial value. CONSTITUTION:The difference value series calculating pert 2 obtains the absolute value and its sign of positive or negative of the difference between the sample value string and the initial value of the picture signal in a picture memory 1, and outputs them to a vector quantizer 3. The quantizer 3 compares the output of the calculating part 2 with the contents of a code table memory in the quantizer 3, and obtains an output vector to minimize distortion, and outputs it to the initial value updating part 5. The updating part 5 adds the final value and the initial value of the output vector, and outputs it as a new initial value to the calculating part 2. An encoder 4 performs encoding according to the output of the quantizer 3.
