PURPOSE:To eliminate a delay caused by the waiting time for the loading of a processing program after a telegraphic message is fetched from a queue by executing input/output to an auxiliary storage device in parallel with the message while the message is in the queue. CONSTITUTION:An identifying means 1 fetches identifying information in an input telegraphic message from a terminal 8, decides the name of the processing program, and registers 3 the message in a process queue. A program read actuating means 4 instructs an operating system 6 to load the processing program 10 on a main storage 11. A transaction control program 7 fetches the message from the queue and decides a necessary program name from the identifying information of the message. An executing means 5 decides the content of a state code while the state code in an auxiliary storage 2 indicates a processing state and, when the code indicates a normally completed state, executes the processing program 10 and sets the entry of the storage 2 to a vacant state.
