PURPOSE: To obtain a long lasting skin cleansing and moisturizing composition useful for investment of water content by a closed membrane continuing for a long time and improvement of softness of the horny layer, etc., by including a specific composition consisting of an oil phase, water, an aqueous phase containing an aqueous thickening agent and an abrasive for removing oily deposits, etc. CONSTITUTION: This skin cleansing and moisturizing composition comprises an oil phase comprising about 30-80% oil (preferably a mineral oil) and about 5-9% nonionic surfactant having about 7-12 (preferably about 8-11) HLB number, an aqueous phase comprising about 0.05-5% aqueous thickening agent (e.g. an alginate and a cellulose ether) and 15-65% water, and an effective amount of an abrasive to remove oily deposits, cosmetics and particulates from the skin surface (e.g. pumice and a crosslinked polystyrene). The content of the abrasive is about 2-10%, preferably about 3-5%. The composition is obtained by slowly adding the oily phase at a constant rate to the aqueous phase while mixing the liquid with shear at a high speed and mixing the two phases, and further adding fine particles thereto to uniformly disperse the particles in the emulsion.
