PURPOSE:To decrease picture quality deterioration by preparing plural mode determining methods, selecting the mode determining methods with the use of the distribution of an interpolation error for the modes in one or more types, and determining a mode. CONSTITUTION:The plural mode determining methods are prepared, and the mode is determined at every mode determining method by a mode determining circuit 2. Future, the variance of the distortion quantity for a certain one mode is calculated for the whole picture by a mode determining method selector circuit 3, and when the variance is smaller than a certain given value, the mode determining method using the combination of the modes having minimum picture quality difference between the modes is selected. In addition, picture elements are thinned by a thinning circuit 5 according to a mode determining result by the selected mode determining method, and a picture signal 55, whose picture elements are thinned, and a selected mode signal 56 are transmitted to a receiving side. Thus, the picture quality deterioration caused by the spatial intricacy of the limited types of the mode at a large picture quality difference at every block can be decreased. |
