PURPOSE: To contrive reduction of weight and cost of a controller by disposing a hafnium metal-made flat hollow tube in a sheath type covering body and passing coolant. CONSTITUTION: A controller 10 is connected to a controller drive mechanism by a foundation part 12, which supports a stainless steel-made frame 14, which is constituted of an upper support member 16, a lower support member 18 and a long and narrow center backbone support member 20. A metal-made sheath type coating body 22 from each arm-like part of the member 16 to each arm-like part of the member 18 is disposed along the member 20, a plurality of flat hollow tubes 26 made of hafnium metal is disposed in the covering body 22 as a neutron absorption element. Here, side plate wall thickness of the tube 26 is changed to adjust the mass of a neutron absorption part, openings 24, 30 are provided in the covering body 22 and the tube 26 and coolant is flowed in and out in the inside. Thus, weight and cost of hafnium metal are reduced, and absorption performance of the controller is matched to non-uniform neutron density in a use area.
