<p>PURPOSE:To improve the operability of the title system by allowing counters to stop pulse counting when a mouse is not landed and to transfer moving variable data held in a holding means to a buffer during the landing of the mouse. CONSTITUTION:When the mouse 1 is landed, the holding means 9 periodically inputs mouse moving variable data from the counters 6, 7 and transfers the held data to the buffer 12. At that time, the data of the counters 6, 7 are cleared and the counters 6, 7 newly count up pulses outputted from the mouse. When the mouse 1 is not landed, the contents of the counters 6, 7 are not cleared and the counting of pulses from the mouse 1 is also suspended. Namely when the mouse 1 is lifted from the surface of a desk or the like, the mouse moving variable data held in the holding means 9 immediately before the lift are sent to the buffer 12, so that even when the mouse 1 is not moved, a cursor can be moved only by lifting the mouse 1.
