PURPOSE:To obtain a photosensitve planographic printing plate causing no contamination in non-picture parts and having high durability for printing by forming a photosensitive layer contg. a specified coupling agent on the surface of a base body which is roughened electrolytically with an electrolyte soln. consisting primarily of HNO3. CONSTITUTION:A sandy surface is formed by electrolytic etching on the surface of a base body. HNO3 or a mixed acid soln. contg. HNO3 is used in the electrolyzing bath for the electrolytic surface roughening. A photosensitive layer contg. a silane coupling agent and/or a titan coupling agent in a photosensitive compsn. is formed on a base body. Thus, a photosensitive planographic plate causing no contamination in the non-picture parts and having high durability for printing is obtd.
