PURPOSE:To prevent the splashing of toner and the contamination of the interior of the device by providing a developer coat layer restricting means, which eliminates or makes thin the coat layer of developer over the developer carrier body when the developing device is not carrying out a developing action. CONSTITUTION:The developer coat layer restricting means 20 is provided inside the developing device, which makes the thickness of the coat layer coated on a developing sleeve 11 by toner T substantially zero, or makes the layer thin. This restricting means 20 is rotatably fixed onto a rotating axis 21, provided with a restricting blade 22, which comes close to or moves apart from the developing sleeve 11 by the rotation of the rotation axis. Then, for example, to obtain a black toned image, only the exposure responding to the black tone on the original is irradiated. And, a solenoid 24 of a first developing device 4 responding to the red tone, which does not exist on the original, operates to allow the restricting blade 22 to abut the developing sleeve 11, carrying out the restriction of making the toner coat layer on the developing sleeve 11 substantially zero.
