PURPOSE:To execute a circuit converting processing by means of a computer at the same high quality as that of a skilled designer, and to make the processing faster by describing converting knowledge held with the designer in a simple form rule. CONSTITUTION:When the result part of the currently applied converting rule is evaluated, a rule selective information transmitting means 30 transmits information to select necessary and subordinate converting rule to a rule selector means 31, selects and applies the subordinate converting rule, and completes the processing concerning the converting rule during application. In addition, a rule replacing means 23 to replace the condition part or the whole or one part of the result part of the converting rule with the use of the converting rule, and a deleted element extracting means 26 to automatically extract the element to be deleted based on the converting rule are provided. Further, an element deleting means 27 to delete the extracted element and a means 29 to automatically add and register the element expressed in the result part of the converting rule are provided, and the descriptions of the respective rules are simplified. Thus, the circuit converting processing by the computer can be executed at the same high quality as that of the skilled designer, and the processing can be made faster.
