PURPOSE:To shorten the deaeration time on start and reduce the consumption of the deaerating steam by lowering the condenser water level before deaeration as much as the increase quantity of the condenser water level which is conversion- calculated from the estimated introduction quantity of the deaerating steam. CONSTITUTION:Before the deaeration process on the start of a plant, the deaerating steam quantity supplied into a condenser 4 until the time when the dissolved oxygen concentration in the condensed water becomes the value suitable for starting the plant is estimated by the first calculation controller 21. In the second calculation controller 22, the estimated supply quantity of the deaerating steam is conversion- calculated to the water level variation quantity of the condenser 4. Then, the condenser water level is lowered by the water level variation quantity by a condenser water level controller 23, and when the deaeration process is started. Since the deaeration is carried out after the condensed water quantity in the condenser 4 is reduced, the deaeration time can be shortened. Further, the condenser water level is gradually raised by the supply of the deaerating steam in the deaeration process, while the ordinary controlled water level is obtained on the completion of deaeration, and the smooth transition to the plant starting process is permitted.
