A stabilising and pivot arrangement for handle bars has lock housing (A) rotatable w.r.t. outer housing (B). A steering pin (3) passing through a hole (6) in the outer housing (B) is clamped in the lock housing by a conical bush (1). Stabilising of handle bars (5) is achieved by engaging contact surfaces (12,14). When sliding the outer housing (B) longitudinally it is blocked by a cylinder lock (7). Unlocking is achieved by turning a key anti-clockwise in the cylinder lock.
