<p>PURPOSE:To practice the picture reproducing of a high grade with keeping high compressing efficiency by restoring a representing chromaticity as a standard to be in proportion to the distribution of a lightness signal. CONSTITUTION:An encoding compressing part is constituted with a circuit from a three primary colors converting part 1 to a code synthesizing part 11, and at the unit of a block consisting of plural picture elements, a color picture is compressed to lightness information L of a maximum value and a minimum value and chromaticity information (a) and (b) representing the block of that time. A code expanding part from a code dividing part 13 to a three primary colors converting part 23 restores the original lightness information every block from the lightness signal information L by an L decoding part 15, an L maximum/minimum detecting part 19, a proportion distributing part 20 and an L flat judging part 21, and besides according to the distribution and the grade of a restored lightness information value, the chromaticity information of the respective picture element in the block is restored by a chromaticity code dividing part 14, a chromaticity decoding parts 16-18, the proportion distributing part 20 and a selector part 22.</p> |
