PURPOSE: To facilitate the use while stabilizing the output signal by shifting all registers to the right when one of at least two registers counting a pulse format signal indicative of a fixed or variable quantity is saturated. CONSTITUTION: A register 6 has an input 10 for counting input pulse signals 9 counted by a left shift 8 and dividing the number of pulses counted by a right shift 11. A register 13 identical to the register 6 inputs a pulse format signal t (time), counts the signals (t) by the left shift 8 and divides the pulses counted by a right shift 20. According to the time variation of signal 9, (t), a divider 14 receives the number of pulses N1 , T counted from the registers 6, 13 through buses 21, 22 and forms an N1 /T. When the signal 9 is substantially constant, results R of the divider 14 are constant. The constant results are produced regardless of the time when the registers 6, 13 are right shifted simultaneously. Consequently, fluctuation appearing in a ratio meter can be overcome.
