The invention relates to the field of manually-operated fluid cosmetic dispensers. The prior art fluid cosmetic dispensers, due to the harsh environment associated with fluid cosmetics, required relatively complex mechanical designs and were prone to failure. The invention solves these problems by providing a simplified design using a minimum of parts. The dispenser (10) includes an actuator assembly (84) for reciprocating a concurrently bidirectional valve assembly having an upper valve element and lower valve element. The upper valve element has a valve for controlling the flow of the cosmetic (18), and the lower valve element has a rod (56) with an integral vent plug (58) and an associated ratcheted piston (114). Depression of the actuation assembly causes slidable relative movement between the upper and lower valve elements to simultaneously open a discharge port and vent port and to cause relative movement between the piston and rod.
