<p>PURPOSE: To simplify structure and reduce load by controlling the driving of a plurality of vessels so that they are extended and retracted with respect to each other in a pressure chamber filled with water, sucking and discharging water along with the extending and retraction, and rotating a turbine to drive an electrical generator. CONSTITUTION: At start-up of operation, each vessel 40 is in a retracted position on a nipple 38. The nipple 38 and a sub-chamber 90 are filled with water. When a throttle valve 74 of a pressure pipe 30 is opened, water flows into the pressure pipe 30 and tailwater from a turbine 34 is discharged to a chamber 28. A control means 92 controls a drive means 50 in accordance with the signal from a high level control sensor 68 to drive each vessel 40 in a different manner. Consequently, water in the chamber 28 is discharged through a chute 82 to the sub-chamber 90 and then to a pressure chamber 10 via a check valve 46.
