MOVING PICTURE PREDICTION ENCODING SYSTEM USING BACKGROUND PREDICTION AND ITS DEVICE

PURPOSE:To subjectively reduce deterioration at least, and to suppress a generated information quantity by applying a background prediction to a picture part at a small difference using the background as a reference, and setting the predicted difference at 0 when the background prediction is selected. CONSTITUTION:First, a predicted value 4 in each prediction mode is obtained for an inputted picture signal 3 by a prediction encoding circuit 1, and it is supplyed to a prediction mode control circuit 2. A prediction mode control circuit 2 compares the picture signal 3 with the predicted value 4, and supplys prediction mode selecting information 5 to the prediction encoding circuit 1, while, when a predicted difference absolute value by the background prediction is smaller than a fixed threshold, background prediction selecting information is supplied as the information 5. Next, the prediction encoding circuit 1 encodes the difference between the input picture signal 3 and the selected predicted value 4, while, when at least the background prediction selecting information is supplie, the predicted difference value is forcibly set at 0. Thus, the background prediction mode can be effectively used, and the generated information quantity in the background part in the picture can be reduced.
