PURPOSE:To attain the transmission line switching without non-hit and to prevent the deterioration of a transmission quality by using a continuous idle cell on a transmission line and switching a present-use transmission line and a preliminary transmission line. CONSTITUTION:The same information is transmitted to a present-use transmission line 5(5a-5d) and a preliminary transmission line 6 between a transmission side equipment 1 and a reception side equipment 7 and a cell phase is synchronized 19 at a reception side 7. Next, when switching is executed from the transmission line 5 to 6 and the superimposing of the cell occurs, an idle cell included continuously in the information array and sent is used, and when the delaying quantity of the transmission line 5 is smaller than 6, the idle cell of the transmission line 5 is counted only for the difference in the delaying quantity and detected 34, and while the contents of a part to remove the idle cell are omitted, a transmission line is switched.
