The salts of formula (I), in which X is N or CH, R1 is ethyl or cyclopropyl, R2 is a gp. of formula (II) or (III), and R3 is H, lower alkyl or 2-hydroxyalkyl, for use as anti-bacterial agents with high solubility in water, are made by addn. of an excess of 90 wt% lactic acid to a suspension of the substd. quinolone or azaquinolone carboxylic acid.
