PURPOSE:To improve the quality of a coded reproducing picture by storing an input picture signal series by plural frequency bands generated by a band split section into a frame memory and using a vector quantization coding section so as to apply coding processing with accuracy in response to the spatial frequency of the input picture signal series. CONSTITUTION:The input picture signal series 1 is converted into an input picture signal series 3 by plural frequency bands split into spatial frequency bands by a band split section 2. The individual frequency band input picture signal series 3 is stored in the 1st frame memory 4. According to a data readout signal 5 given from a coding control section 22, a prescribed frequency band input picture signal series 7 is read in time division in a prescribed order from the 1st frame memory 4. A dynamic vector quantization coding section 11 taking the visual characteristic of human being into account applies the coding with low accuracy to an inter-frame difference signal 10 of a prescribed frequency band with a high spatial frequency and applies coding with high accuracy to an inter-frame difference signal 10 of a prescribed frequency band with low spatial frequency. |
