PURPOSE: To selectively convert methane at a high conversion rate to ethane and ethylene by forming a catalyst from a mixed basic metal oxide expressed by a specific general formula, thereby reacting methane and oxygen in the presence of this catalyst. CONSTITUTION: The mixed basic metal oxide catalyst expressed by formula I (A denotes an alkaline metal, such as lithium, sodium, potassium, rubidium and cesium; B denotes cation having an ionization state 1 larger than the ionization state of C; x=0.002 to 0.25, y=0.001 to 0.25 when 2=1; (q) denotes the number necessary for maintaining the charge equil. with oxygen) is formed.
