<p>PURPOSE:To improve the picture quality by truncating a signal component corresponding to an orthogonal change coefficient thrown away at the coder side at inter-frame decoding even at the decoding side. CONSTITUTION:A coded picture signal sent from a coder is inputted via an input terminal 300 and added to an output signal of an inter-frame prediction device 12 at an adder 11 and subjected to inverse orthogonal conversion by an inverse orthogonal conversion circuit 13 and outputted from an output terminal 400 as a decoded picture signal. The inter-frame prediction device 12 predicts the signal of the succeeding frame from the output signal of the inverse orthogonal conversion circuit 13 and part of the orthogonal conversion coefficient is truncated based on the mode information inputted from an input terminal 310 and the orthogonal conversion coefficient of the succeeding frame signal is predicted and outputted from the truncated orthogonal conversion coefficient. Thus, a large picture quality deterioration resulting from a remaining signal component of the preceding frame in the decoded picture signal is suppressed.</p> |
