A cylinder 3 is axially removable and rotationally integral in the drum 24 of the reel 2, the cylinder including, at least at one 33 of the ends, a so-called axial or annular rotating seal 31 in order to connect at least one optical fibre FC1 leaving a stripped end ED of a cable CA enclosed in the cylinder and an optical fibre FE1. Around the drum are provided a small compartment 23 for a reserve RC of several turns of cable so as to extract the cylinder and to repair or replace the seal without completely unwinding the cable, and a large compartment 22 for the major portion of the cable. A third compartment 21 of the reel makes it possible to wind up rapidly, by means of a motor, a predetermined length EL of one end of the cable.
