PURPOSE:To improve the quality of a frozen picture by controlling the detection sensitivity at the time of reproducing pictures other than frozen pictures and fixing the detection sensitivity to a prescribed sensitivity at the time of reproducing frozen pictures. CONSTITUTION:An intra-one frame motion detecting circuit 41 receives a reproducing mode designating signal S9 supplied to an input terminal 19 and switches the control method of the detection sensitivity in accordance with the designated reproducing mode. That is, when the reproducing mode to reproduce pictures other than frozen pictures is designated, the intra-one frame motion detecting circuit 41 switches the detection sensitivity characteristic in accordance with an edge detection signal S4 outputted from an edge detecting circuit 13. When the reproducing mode to reproduce frozen pictures is designated, the detection sensitivity characteristic suitable for reproducing of frozen pictures is set independently of the edge detection signal S4.
