A method of insolubilizing noxious heavy metals contained in the fly ash collected from a waste gas discharged from a garbage incinerator. The method comprises adding either a chelating agent consisting of a high molecular compound and water, or a chelating agent, a high molecular compound and water to the ash, kneading them together to convert the heavy metals into water-insoluble chelate compounds, and coarsening them.
