Concrete/mortar is manufactured using a small amount of water by using fine grain ice or dry clathrate water for the cement mixture. Fine grain ice is used in such a manner that water is impregnated into a water absorbent polymer, which is capable of keeping an independent fine grain particulate structure when porating water, and then frozen. Also, dry clathrate water is used in a form in which water is impregnated into the water absorbent polymer.
