PURPOSE:To reduce a excavating resistance by excavating an upper soft section by using a low pressure water jet and a lower hard section by the combination of a high pressure water jet and a soil removing plow. CONSTITUTION:A low water jet nozzle 8 is disposed on the inner face of an upper water jet plow 6, and a low pressure water jet stream is supplied. A pair of high pressure water jet nozzles 9 are attached to the lowermost part of the plow 6. A lower soil removing plow 15 is coupled by a coupling shaft 14 to the lower part of the plow 6 to be rotatable around the shaft 14 as a center by a hydraulic cylinder 11. A cutter 17 is provided at the end of the plow 16 of the plow 15, and the nozzles 9 are so determined in its injecting direction as to match the shape of the plow 15. The plow 15 is held at a desired angle with respect to the submarine bottom surface by controlling the cylinders 10, 11.
