PURPOSE:To improve the call control processing capacity of the title system by preferentially outputting the transmission request for a call controlling packet when transmission requests for both of the call controlling packet and a data packet are simultaneously generated. CONSTITUTION:A data packet controlling section 4 outputs a transmission request to a transmission request conflict controlling section 5 when data packets are accumulated in a data packet buffer 3. A call control packet transmission controlling section 2 outputs a transmission request to the controlling section when call controlling packets are accumulated in a transmission packet buffer 1. Upon receiving the transmission requests for both of the call controlling packet and data packet simultaneously, the controlling section 5 outputs the transmission request for the call controlling packet to a line-side interface and the transmission request for the data packet after completion of the transmission request of the call controlling packet.
