ENCODING PROCESSING OF ANIMATED PICTURE INFORMATION

PURPOSE:To attain encoding processing of animated picture information efficiently by selecting a block being an object of encoding in one frame and applying encoding processing to the picture information of the selected block. CONSTITUTION:The content of a reference frame memory 120 made by picture information sent already and the content of an existing frame 110 are compared by a change detection circuit 131 in the unit of blocks and a block selection circuit 132 selects a block being an object of encoding and a position signal of the selected block is stored in a position signal memory 133. Then the content of the position signal memory 133 is used to store the picture information of the selected block from the existing frame 110 into the selection block buffer 136 and the result is converted into a code work by an encoding processing circuit 137 and stored in a code word buffer 138. Then feedback control is applied depending on the quantity of the code stored in the code word buffer 138. Thus, the code quantity in the code word buffer 138 is made nearly constant and efficient encoding processing is applied.
