PURPOSE:To drastically reduce the labor of a designer by automatically forming a transition condition only by allowing the designer to approximately provided objective operation as input information, and automatically generating plural programs by changing the approximation of the objective operation to be the input information. CONSTITUTION:A CPU 1 is connected to storage devices 2, 3 through a bus 9 and a display device 5 is connected to the bus 9 to display a formed program. A designer supplies the approximation, etc., of objective operation to an input device 7. These devices constitute a control execution program generating device 10. When a forming condition and a stopping condition of operation of controlled system and relation between restriction or operation and state transition are stored in the object knowledge storage device 3 as object knowledge, the CPU 1 changes the approximation of the objective operation and automatically forms plural programs. The device 10 outputs a control program through a programmable control interface 8 and an external programmable controller 1 controls a controlled system 12 in accordance with a control execution program.
