The combustion-inhibiting composition based on a polybutadiene having terminal hydroxyl groups is intended for coating the inner face of a propulsion element and contains, for each 100 parts of polybutadiene having terminal hydroxyl groups, a quantity of isophorone diisocyanate such that the NCO/OH ratio is from 0.90 to 1.20, from 3 to 15 parts by weight of an epoxy resin, from 10 to 25 parts of an electrically conducting carbon black, from 0.1 to 1 part of triphenylbismuth and from 0.1 to 0.8 part of maleic anhydride.
