A heat transmissive cover is spaced from the layer by a peripheral wall. Heating elements are positioned within an area defined by the peripheral wall and are coiled around a plurality of quartz tubes. The quartz rods are urged against the layer of microporous thermal insulation material by the cover by way of the peripheral wall.
