PURPOSE:To adaptively enable coding in response to the state of a picture by using a correlation detection means so as to detect the correlation state of picture and selecting the output of the 1st and 2nd encoding means. CONSTITUTION:A switch 74 is connected to respective contacts (a)-(d) under the control of a timing control circuit 65 and when the result of detection of a correlation detection circuit 64 designates a vector quantizer 60, the contact is connected in the order of (a)-(c) and a code string (a) is outputted. When the result of detection of the correlation detection circuit 64 designates a vector quantizer 62, the contact is connected in the order of (b), (a), (d) and a code string (b) is outputted. Thus, the characteristic of vector quantization is selected adaptively in response to the picture in this way so as to generate an optimum code. |
