Double layered cover is spaced with a double-sided adhesive strip (19) and has a clamping plate (16) between outer layer (1) and retainer flange (5). Fixture includes holder (22) inserted through rim (7) of outer cover (1) and bolt (9) with collar (10). OUter lid (11) is screwed to collar to protect head (12) of bolt. Between the collar and outer cover fits a sealing ring (13). Inside the collar above head (12) fits a burglarproof seal (14).
