An output terminal of a comparator (IC2) is connected to the base of Tr. (Q2) connected to the collector of Tr (Q3) through a relay (RL1) and a diode (LED2). A battery is connected to the noninverting terminal of a comparator (IC3) and a registor (R14) through (R13). An inverting terminal of comparator (IC3) is connected to the negative terminal of the system. A inverting terminal of a comparator (IC4) is connected to the battary chaging terminal (V1+), noninverting terminal to an inverting terminal of (IC1), and output terminal to the base terminal of the (Q3). The contact (RL1a) of a relay (RL1) is connected to a node to which registors (R12, R18), a battery (B1), and a plus terminal (PW+) of the system is connected through a diode (D10).
