PURPOSE:To obtain high efficiency by dividing a coordinate area wherein a pattern is drawn into blocks, and performing encoding operation according to a decision result showing whether a stroke starting point is in the same block coordinates with the preceded stroke starting point. CONSTITUTION:The position coordinates of a pen inputted from a tablet are inputted through an A/D conversion part 1 to a stroke starting point block calculation part 8 and a differential arithmetic part 4 and the starting point of a stroke by variation of a signal showing a pen-up and a pen-down state on the tablet is detected by a stroke starting point detection part 2 and inputted to the calculation part 8 and differential arithmetic part 4. The result of the calculation part 8 is compared with the preceded stroke starting point by a decision part 10 for the same block with the stroke starting point. When it is judged that the starting point is in the same block, a discrimination signal showing block coincidence and the block internal coordinates of the stroke starting point are PCM- coded by an encoding part 11 for the same block with the stroke starting point.
