The invention relates to a device for protecting workers and hardware operating on 1st, 2nd and 3rd category electrical networks by limiting the voltage should the voltage accidentally return to 50 volts root-mean-square. It is composed of an electrode 5 connected to the phase of the network and insulated by an insulating film 7 which are drilled with holes 8 forming a discharger with the earthed electrode 6. The electrodes 5 and 6 are connected together by a metal oxide varistor 3 whose function is to convey voltages greater than 50 volts at low energy. The film 7 is compressed homogeneously between the electrodes by insulated bolts 9. The part of the electrodes in superposition is protected by plunging into an insulating resin. <IMAGE>
