The invention relates to an actuating device for tilting or opening a movable panel (1). The invention is characterised in that the device exhibits a locking plate (4), which is fastened on the panel (1), and a part (16) which is fastened on a shell (5) connected to the cab by means of a housing (11), and it further exhibits an elastic element (21) for connecting the locking plate and the shell in releasable engagement in a constriction (19) of the abovementioned part (16), a winch made up of coaxial screws (6, 7, 8), comprising an inner screw (6) fastened in an actuating knob (10), the two last-mentioned elements being connected to the cab by the abovementioned housing (11), as well as an elastic friction element which is connected to the abovementioned housing (11) and is in contact with the abovementioned actuating knob (10). The invention permits tilting without unintentional closure as well as the opening-out of a movable panel, for example in the surface of a cab, in particular of a motor-vehicle roof which is to be opened. <IMAGE>
