PURPOSE:To reduce the current capacity of a semiconductor power converter by correcting an effective power command when the fact that a slip is excessively small is detected, and deriving of an inhibiting band. CONSTITUTION:A function generator 9 and a hysteresis function generator 10 output a rotating speed command N0 on the basis of an effective power command P0 and an effective head HST. On the other hand, an underslip relay 7 outputs an underslip signal when a slip is judged to be excessively small on the basis of the output of a phase detector 5 coupled directly to the rotor of an AC exciting synchronous machine 2. A correction signal generator 8 outputs a correction signal P1 when an underslip signal is input. A semiconductor power converter 3 connected to the secondary side of the machine 2 is controlled according to a deviation between the sum of the command P0 and the signal P1 and an effective power detection signal PM.
