PURPOSE:To attain the revision of a priority class and to miniaturize the scale of a terminal interface circuit without revision of the hardware or firmware by constituting the priority class so as to be able to be set from a control processor. CONSTITUTION:When a terminal equipment 1 is replaced and the kind of terminal equipment is to be revised, the control processor 100 receiving the revision of the kind of terminal equipment analyzes the priority class of the terminal equipment 1 based on the kind of terminal equipment and a new priority class is set to an address corresponding to other header storage memory 25 of a header addition circuit 20 through a control line 110. Thus, the priority class of the terminal equipment 1 is revised by inputting the revision of the priority class of the terminal equipment 1 to the control processor 100 without any revision of the hardware or firmware of the terminal interface circuit. Thus, the priority class is revised simply.
